Anime doesn’t contain all the science-fiction action in Japan. Plenty can be found in "tokusatsu", or live action shows. Since the 1960’s Japan has been making countless live action shows depicting science-fiction and fantasy themes that the West has yet to try. Many of these shows have a "super hero" feel that those familiar with American comic books would recognize.
