Hi Blue Giant, and welcome :) Hortar Headds are measured to the top (?) of their shoulders in stead of to the tops of their heads, but regardless of that, there is still a huge discrepancy between the numerical values given to MHs, and the size that they appear in the manga compared to their pilots....

Without getting into the intricacies of the process, it's the equivalent of "metal plating", but for non-metallic objects.
